High Performance Level Winter Level Majors Regulations
HPL teams must have all athletes, coachers and families have signed their Code of Conduct papers before September 1st, 2020.
1. League Format
The 2020-2021 High Performance Level Winter Development season will be made up 30 regular season games. Teams will have tournaments and games schedule outside of their HPL development program.
Games will be played on two consistent nights at consistent locations.
HPL reserves the right to move players from roster to roster during league, exhibition and tournament play. HPL will also have flexibility with practice rosters allowing players from assigned teams to attend other team’s ice times.
2. Player Movement and Eligibility
- Team rosters will be printed out on the score sheets and scores, penalties and notes will be recorded by volunteer parents during game play
- Player affiliation will be permitted for players inside their division. Teams must request affiliation and notify the team they are borrowing a player from if they are using that player for a tournament or a weekend away from Vancouver.
3. Game Schedules
All games will be scheduled as follows:
- 1st Period – 12 minutes stop time
- 2nd Period – 12 minutes stop time
- 3rd Period – 15 minutes stop time
If there is an injury or any delay during a game, the game in which the injury occurs will be shortened unless otherwise stated by HPL Hockey officials
There is no mercy rule in HPL Hockey. Ice time is valuable and unbalanced play is uncommon in the event a team is losing by greater than 5 goals the coaches will encourage greater team play instead of the ice time being shortened.
4. Warm – Ups
- 3-minute warm up will start as soon as the teams are both on the ice
- Referees must be present and will signal each team onto the ice
- Pucks for warm up are both team’s own responsibility. A team can request sharing if the other team has forgotten their pucks.
- Once the horn goes to end warm up, players will respectfully slide all the pucks to the penalty box area where the parent volunteers will pick up pucks
5. Intermission
- There will be a 1-minute intermission between each period
- There will be no ice cleans during the game, ice cleans will take place after each game unless arena policy states otherwise
6. Volunteers
- Every game will require two (2) volunteers from the home team and one (1) volunteer from the away team for EVERY game that their team plays in. The volunteers will be helping to run the clock, open gates in the penalty box, and making sure there is a score sheet in the box before each game.
- We require ONE of these volunteers in the box to have the ability to play music for warmups and between stoppages.
- The HOME TEAM volunteer will be responsible for getting the scoresheet from the HOME TEAM’s Manager to the penalty box.
- Upon completion of the game, please return the Game Sheet to the HPL Representative at the rink. If there is not a HPL representative at the rink please hold onto the score sheet until the next game night. If there is a suspension on that game sheet please send a picture of the score sheet to the HPL Directors Team.
High Performance Level Winter Level Majors Rules
Playing rules for the 2020 – 2021 High Performance Level Winter Development season will be those used to play hockey in Canada. Neck Protection must be used at all times.
- Body contact, checking to the head, and checking from behind fouls will be strictly enforced in HPL.
- Any player receiving a total of 4 minor penalties or greater than 8 PIMS in one game will receive a Game Ejection.
- Any coach receiving an unsportsmanlike penalty will be immediately ejected from the game. There is zero tolerance for abuse of officials and setting a poor example for the kids.
- Any player who receives a match or major penalty, will be given a Game Misconduct.
- A match penalty will require an automatic hearing for the HPL Disciplinary Committee and the player will be suspended until further notice from the league.
- Any minor or major penalty coupled with a game misconduct requires a substitute player to serve the minor or major penalty.
- Automatic suspensions will be given according to the Suspension Guideline Document (see HPL Suspension Appendix)
- Suspensions are to be served by player and coaches directly following the game(s) of the ruling and will carry over to tournaments, exhibition games or winter season scheduled games.
- A match penalty will require an automatic hearing and the player will be suspended until further notice from the league.
- Any minor or major penalty coupled with a game misconduct requires a substitute player to serve the minor or major penalty.
- Automatic suspensions will be given according to the Suspension Guideline Document (see HPL Suspension Appendix)
